What’s the difference?
Environment Canada describes these conditions on their webpage

What do they mean for a Work Party?
IF there is an Environment Canada Weather Watch in effect at the scheduled start of a Work Party, attendance at the Work Party is OPTIONAL (… well, of course, attendance at a Work Party is always optional – but you know what we mean).

IF there is an Environment Canada Weather Warning in effect at or near the scheduled start of a Work Party, the Work Party is “officially” cancelled.

As an individual gardener you may attend the garden whenever you choose during opening hours – but no representative of the garden: GPS board member or volunteer team leader may ask volunteers to perform a task on behalf of the garden during an Environment Canada Weather Warning advisory.
